Chief Inspectors Of Police Take Legal Actions Against IGP Dampare

The Police Management Board (POMAB), Dr. George Akuffo Dampare, the Inspector General of Police (IGP), and forty Chief Inspectors of the Ghana Police Service have been sued for what they claim is the unjustified denial of promotion by the service.

The police officers contend they were excluded from a series of promotions as a result of a special amnesty given to police officers who graduated from police training schools by 2008 and had earned university degrees as of 2020 in a writ filed at the High Court in Kumasi and made available to citistaronline.com

The 40 police officers, in this case, had between 25 and 30 years of police service, but the Police Administration had promoted their junior colleagues to other ranks under the same special amnesty while refusing to give them the same treatment to help them enter the Police Academy in order to advance to the ranks of Assistant Superintendent of Police (ASP).

The plaintiffs claimed that because the Police Administration refused to promote them, their income rise was negatively impacted and their lower-ranking coworkers were now on an even playing field with them, further depressing morale in the service.

However, the defendants claimed that the lawsuit lacked merit and asked the court to dismiss it in their defense, which was submitted by State Attorney Kweku Boakye-Boateng and made available to Graphic Online.

 

The defendants contend that promotions above the rank of Chief Inspector were the responsibility of the Police Council on the recommendation of the Appointments and Promotions Advisory Board (APAB), whereas the IGP only had the authority to promote junior officers up to that rank.

The IGP stated that the exceptional amnesty was only an administrative choice made in accordance with the IGP’s authority and had nothing to do with advancement to the senior cadre of the police service.

“The referenced special amnesty promotion was purely an administrative policy decision to meet the exigencies of the time and absorb graduate junior officers who have been granted study leave or not per the published criteria,” the statement of defense posited.
